This is Butterick pattern 7204 and is a beginner’s pattern.
It is labeled a “Junior Miss One-Piece Frock.”
The pattern features a flared skirt and two styles of sleeves. The pattern includes 5 pieces plus the “Deltor” which is the term they used to mean the instruction guide.
The dress was featured in Woman’s Home Companion, February 1937 (see pic.)

The envelope and contents are in excellent condition.
